Shiharam (Japanese: シハラム Siharamu) is a general of Daein, and the father of Jill. He appears as the boss of chapter 20 in Fire Emblem: Path of Radiance.
Biography
Shiharam was born in Begnion, but moved to Daein eighteen years before the events of Path of Radiance because of the senate's corruption,[1] and faces some discrimination because of his birthplace.[2] He was stationed at Talrega, and soon after he and his men had just begun to gain the trust of the locals, he was ordered to use the cruel tactic of flooding the area to try to gain victory against the Crimean army, at the expense of the local civilians' farmland and lives. While he thought that these tactics were despicable, he did not disobey these orders.
As part of his adaptation to Daein culture, he had participated in laguz hunts and had taught his daughter Jill to hate laguz as most Daein citizens do, even though he is not prejudiced himself.[1]

Haar: General Shiharam... If someone hears you use the word laguz in this country, you'll be branded a traitor.
Shiharam: Hmm...you're right as always. To live in this land, where laguz prejudice is so virulent, we've had to seal away everything we know and teach our children to hate all sub-humans. All that just to survive here.
Haar: It's Ashnard's fault this country has become what it is today. Ah, what a terrible miscalculation we made... Even so, I... I hated the idea of furthering the corruption of the imperial senate. I will continue to support your reasons for leaving Begnion." — Shiharam and Haar, Fire Emblem: Path of Radiance - ↑ "Shiharam: It's true that we were born in Begnion and not Daein, but my men and I have been loyal to this country for eighteen years. We have spared no effort to learn all the proper manners and customs of this land. But now, after all of that, to be dismissed as a "bunch of foreigners..."
Petrine: No one asked how long you've lived here. Want to know why? Because no one cares! Certainly not me! Where were you born? Huh? Where were you raised? Ha! This country doesn't need squatters like you! The only people Daein can count on in times of crisis are Daeins themselves! Everyone else is just gutter leavings!
Shiharam: So we're useless... Is that what you're saying?
Petrine: You tell me, migrant! Why is it that your unit, which was trained to be an elite royal guard, is here patrolling this hick-infested backwater? The answer's clear to me! How about you?" — Shiharam and Petrine, Fire Emblem: Path of Radiance
