Unfulfulled Heart (Japanese: 届かぬ手、届かぬ心 Unfulfilled hand, unfulfilled heart) is chapter 24 of Eliwood's tale and chapter 26 of Hector's tale in Fire Emblem: The Blazing Blade.
Plot

Eliwood, Hector, and Lyn arrive at the royal palace of Bern. The lords take a moment to marvel at the impressive defenses of the palace. They notice that the palace lacks any sentries outside, causing Hector to speculate that the Bern royals must have a lot of confidence in their defensive location in the mountains and the skill of their Wyvern Riders as well as their castle guard. Considering the castle’s impressive defenses and lack of sentries despite a recent theft, Eliwood’s suspicions of King Desmond’s involvement in the theft of the Fire Emblem only increase. The lords need clues as to the Fire Emblem’s current whereabouts so they decide to sneak into the castle. The Lycian lords eventually find themselves in the inner garden and hide themselves in a nearby thicket just before Zephiel and Guinivere enter.
Zephiel has come to the palace to check up on his sister. Guinivere is overjoyed that Zephiel has come to visit and tries to makes him promise to come as often as he can; then, Desmond arrives to visit his dear daughter. Desmond reacts indignantly when he sees Zephiel is already playing with Guinivere as he has forbidden him from coming to the royal palace. Zephiel tells his personal bodyguard Murdock to hand the baby fox they caught on the way over to Guinivere, much to Guinivere’s delight and Desmond’s further irritation. Desmond sends his daughter away to play while he scolds Zephiel for disobeying him. Zephiel admits he wanted to visit Guinivere as he heard she was ill recently. Desmond accuses his son of coming to Guinivere’s side to see if the illness would prove fatal. Zephiel is shocked at the depths of his father’s cynicism but, nevertheless, insists his intentions were pure. His protests fall on deaf ears though and Zephiel is sent away. Desmond briefly reflects on his actions and questions why he hates Zephiel so when Sonia appears. Desmond asks if the Fire Emblem is safe in the Black Fang’s custody and Sonia replies that she has it secured within the Black Fang’s fortress and is prepared in case Hellene attempts to recover it. Desmond inquires about the other plan he and Sonia have concocted regarding Zephiel. No specific details are revealed, however, Desmond mentions that he will arrange for Zephiel to be without Murdock on a specific night, leaving him without protection. Sonia then detects the presence of another but it is revealed she was just sensing Guinivere’s approach. Desmond quickly sends Sonia away and greets Guinivere, who is wondering where Zephiel went. Desmond attempts to distract her from Zephiel’s absence and play with her; however, Guinivere strongly insists that Zephiel play with her and leaves to call him back. Desmond then takes the kit that Zephiel gave his daughter and orders for it to be killed without Guinivere’s knowledge. The Lycian lords, now having discovered the Fire Emblem’s location, exit the palace before they are found.
Outside the palace, Nils and Ninian await the lords’ return. Nils remarks how odd he finds Hector in that he does not put on airs like other nobles and even ponders what Elibe would look like had the people from long ago were like him. Nils then confronts Ninian on her feelings for Eliwood and tells her that he must not fall in love with him. Ninian becomes distressed and requests to be alone. As the lords approach their rendezvous point with Nils and Ninian, they notice a wyvern rider headed directly for Nils. Before they are able to reach him, Vaida approaches Nils, without him detecting her, and realizes that he is one of the children Nergal is searching for. The three lords soon after arrive to protect Nils, surprisingly to Vaida’s pleasure. She admits she has been waiting for the chance to take out Eliwood and his group and hand Nils and Ninian over to Nergal. The lords attempt to prolong the conversation after Vaida admits she is a knight of Bern and not a true member of the Black Fang, but Vaida cuts the conversation off and begins the battle.
Once battle preparations have been completed, Pent and Louise inform the group they will be assisting them in battle as well. After reassuring the group Louise’s skill with a bow will make her quite useful, Pent gives Eliwood/Hector the Heaven Seal. It does not work for whichever lord received it, prompting Pent to suggest giving it to the other two lords and assure them that it will work for them one day if not now.
As the battle progresses, Vaida becomes increasingly frustrated with her inability to take out Eliwood, eventually prompting her to leave the battlefield, thus, ending the battle. Ninian and Nils take the opportunity to inform the lords that Nergal’s power is returning as evidenced by the enhanced Spear Vaida was wielding. The group has not a moment to spare and begins to follow Vaida’s retreating forces, making full use of Lyn’s tracking skills.
Beginning log
Eliwood's Tale: The Bern royal family is a pageant of power, love, and hate. Eliwood finds himself embroiled in their troubles. He has been sent to recover the Bern family treasure: the Fire Emblem. It has been stolen from the palace vault. Eliwood enters the royal palace seeking clues.
Hector's Tale: Hector and his allies defeat the Black Fang monster, Pascal. However, they learn nothing of the Fire Emblem's location. To escape from the Black Fang, they disguise themselves once more. At Eliwood's suggestion, they head for the royal palace of Bern.
