Smoldering Resistance is the fifteenth chapter in Fire Emblem Awakening. In this chapter, the Shepherds finally reach Valm, only to run into a skirmish in the harbor and their target being the princess of a fallen kingdom--who also happens to be attempting to gather resistance against Walhart.

Newly arrived at Valm Harbor, Chrom, Frederick, and Robin have gathered on the shore. Chrom notes the harbor to be well fortified, then asks to prepare the troops; he cuts himself off before revealing any specifics upon noticing something. Frederick also notices the altercation Chrom saw, specifically Valmese troops running a woman down; Chrom declares any enemy of Valm's is a friend of the Shepherds, and calls the group into motion. Preparations happen at this point; it is during this phrase the player can learn the woman's name is Say'ri.
As preparations finish, two Valmese knights chase Say'ri toward a corner. Say'ri, out of breath, notices the Shepherds have arrived; a Valmese soldier notices Say'ri's position and reveals they have her cornered. Say'ri curses out the "wretched imperials" (what she refers to the Valmese forces as) as the soldier asks his fellow troops not to let her get away. The knights complete their cornering of Say'ri as the battle begins. Chrom declares that saving Say'ri should be the Shepherds' first priority; if possible, they should also visit the four villages to see how the people fare.
Should Chrom speak with Say'ri, she'll reveal that he has her gratitude; Chrom asks Say'ri how she knows of his cause, with Say'ri confirming and saying she'd speak with him more, but that can wait until the fight is finished. The player may now control Say'ri at this point.
Once the battle ends, Say'ri tells the Shepherds that the tales of their strength were no exaggeration; she then introduces herself and reveals herself to be fighting with the Resistance. Chrom asks Say'ri if there is indeed an organized resistance, to which Say'ri reveals several groups have formed to seek liberty for the states of Valm; Chrom appears surprised to hear this, revealing he heard Walhart had stamped out all dissenters, with Say'ri stating that Walhart does try but the Resistance is a slippery lot--the Resistance strikes hard and then vanishes again into the dark of night. Even as she speaks, rebels ride to the banner of dynasts across the continent and, if united, could pose a veritable threat to Walhart; Say'ri states that, for some time, she has struggled to bring the groups together. Flavia asks Say'ri what's stopping her; Say'ri says it's greed, jealousy, sloth, all of the old weaknesses of man--the dynasts would all have freedom but on their own terms. Some refuse to take up arms unless their territory is threatened, others thrive under Walhart's heel and won't join unless there's profit in it; liberty may be a fine word, but it is not always enough to rouse men from foolishness. Flavia asks Say'ri if she's looking for a more convincing argument; Say'ri confirms this but reveals her efforts have met with meager success to this point, fearing that many distrust her since her brother fights with Walhart. Basilio asks why Say'ri's brother supports Walhart, but Say'ri reveals she doesn't know; Yen'fay might have been a good man once, but Say'ri states he's her brother no more--if they meet on the battlefield, Say'ri would cut him down like any other imperial. Say'ri reveals that Walhart is said to command at least a million men, and he'll stamp out the Resistance entirely if they don't unite. Lissa asks Chrom if she heard Say'ri right, specifically the "million soldiers" bit; Say'ri wonders what one million men are against Ylissean dogs of war, given the Shepherds did stop a thousand Valmese ships, a daring strategy that has awoken and inspired people across the Valmese continent. Say'ri says she knows that she and the Shepherds together can bring together the Resistance and break Walhart's grip, then asks Chrom for his help; after Frederick relays, Chrom reveals Say'ri's task isn't easy, that he has his own causes--saving Ylisse and winning their future. After a brief comment from Lucina, Chrom says he knows a great battle has been foretold, but wonders if this is that battle and asks how would he know; after Chrom reveals he admires Say'ri's courage, he says her mission may be the best way to achieve his, and accepts Say'ri's request--if he's wrong, it's his life on the line as it should be. Chrom then asks Say'ri what it'll take to unite the Resistance; Say'ri states she does have one idea. The player may save their game at this point.
Say'ri reveals that, since ancient times, many of her people have worshipped Naga--or more precisely, her "oracle", Lady Tiki, although most only know her as the Voice. Tiki is currently trapped in her temple as Walhart's prisoner; Say'ri and Robin combine to reveal that if Tiki were freed, the Resistance could unite around her, with Robin asking where Tiki is being held. Say'ri reveals there is a shrine built in the branches of the divine Mila Tree, and Tiki is currently confined there. Chrom states the Shepherds have their plan, and asks that they get to it.
Summary
In Valm Harbor, the Ylisseans rescue Say'ri, a resistance leader. They set out to free Naga's "Voice," hoping to inspire others to their cause.
