Homer has some trouble getting up to speed initially, since he joins underleveled with lackluster bases. Homer is a playable character. In Chapter 14, Homer can be recruited by visiting the northeastern house with Nanna. In Chapter 16B, Homer can talk to an enemy Shannam to recruit him.

Homer has some trouble getting up to speed initially, since he joins underleveled with lackluster bases. Further compounding this is his lack of access to Wind before promotion (as it has a D-rank requirement), so even with Fire, the lightest tome available, he will only have 6 attack speed at base. However, he has every tool in the book to make him easy to train.
