Analysis
Astore will most likely be the best thief you recruit in the entire game - which really just means he's subpar at best. The fact that thieves can't promote in The Binding Blade combined with the fact that Astore is recruited at level 10, means that Astore will only have ten levels to grow before he caps his stats. This will not hinder him too badly, as his base stats and growth rates are still high enough to keep him relavent, but it definitely limits his potential. Even so, Astore's base speed of 15 and his speed growth of 50% should allow him to do his only, essential purpose: stealing.
Despite his weaknesses, Astore is still significantly better than your two other options for thieves: Chad and Cath. Both Chad and Cath's base stats are much lower than Astore's when you recruit them, and raising either is rather irksome as you'll primarily use them as lockpick utilities rather than combatants. Cath is especially awful, as her recruit requirement is notablely difficult - talk with Roy in three different chapters - but she will still carry the same base stats as Chad who already joined your army automatically in Chapter 3. Simply put, Astore is far superior than either Chad or Cath.
You'll want to use Astore because he is the best option for thief utility, but after that he's just a weaker sword fighter.
