Black Eagle Rule (Japanese: 黒鷲の覇王 Hegemon of the Black Eagles) is a passive type B skill which debuted in Fire Emblem Heroes; Black Eagle Rule comes in only one tier. When its user's HP is not low, Black Eagle Rule guarantees its user a follow-up attack, and it reduces the damage of the foe's follow-up attacks when they initiate combat.
