I'm not sure if I agree with merging this to Anti-Terror, I could also see an argument for merging this with Banish, but I feel like a merge with Anti Terrors is confusing in this case... Ah... I'm having a hard time explaining this. I guess what I want to say is Banish appears to be meant as the modern incarnation of this skill, not Anti-Terrors. which is just one of several weapon skills meant to make their (previously existing) effective damage attribute clearer.
