Shinon is a prepromoted sniper that joins early, leaves the party after chapter 7, then rejoins in chapter 19. He has decent base stats for earlygame, especially skill and speed, so he will be an accurate fast and strong 2-range attacker. He will also have high crit rates thanks to the sniper bonus and high skill (note that snipers do not get a crit bonus on the Japanese version). He can also tank quite a few hits for earlygame. However, he is permanently limited to 2-range thanks to bow-lock, severely limiting his good earlygame combat.
Shinon has some of the best growths in the game. However, it is rare to take advantage of them because he is a prepromote so his experience gain is low, and he leaves the party for over a third of the game. When the player can recruit him again, it is very hard for him to contribute through lategame despite his good growths, because of bowlock, no mount, and relatively bad lategame base stats; a trained Astrid or Rolf will far surpass Shinon at this point. To his credit, lategame Shinon starts with A rank bows so he can use every bow in the game besides the Double Bow, alleviating his bad lategame strength. He also comes with the Brave Bow equipped.
Shinon starts with the Provoke skill, and will have it permanently equipped through earlygame since the player does not have a chance to remove it in earlygame. Due to Shinon's good dodge and durability, he is a good earlygame meatshield, but again he cannot counter attack most enemies. Lategame, one can find situational use for Provoke to lure enemies into attacking at 2-range, but it is otherwise not useful. Deadeye has a high activation from Shinon's excellent skill, but it will not be useful because enemies targeted by Shinon will frequently be defeated by other units anyways. It is recommended to use your Occult scrolls on other units.
Shinon has a thunder affinity which gives avoid and defense. In lategame, he will frequently be attacking at a range so this is only useful if his partner wants the avoid/defense boost. Pairing him with Gatrie gives Gatrie a +3 defense boost with some needed accuracy/avoid thanks to his bad base skill and speed; however, the massive defense boost is often overkill for Gatrie, especially on easier difficulties. Janaff has another thunder affinity, so he can get a +3 defense +15 avoid boost, which helps his durability. However, he is a flier and will often not be near Shinon in many maps. Rolf is not a recommended partner since both units are foot-locked archers that want attack the most, yet neither gets an attack boost.
